German concern over ENVI F-gas report

GERMANY: Sector groups in Germany have warned that F-gasoline amendments proposed by the European parliament’s surroundings committee would jeopardise existing systems and put local weather plan objectives at threat.

A number of German refrigeration and air conditioning associations have penned to the European parliament’s committee on environment, community wellbeing and foods basic safety (ENVI) contacting for the rejection of numerous of the amendments.

The groups –  contractors body VDKF, the federal guild BIV, refrigeration and air conditioning warmth pumps affiliation ZVKKW and the Bundesfachschule Kälte-Klima-Technik training organisation – say that whilst the EU Commission’s proposed modification was seen by numerous as a threat to the refrigeration and air conditioning business, the ENVI committee “is as soon as yet again tightening the thumbscrews” – particularly as considerably as the bans are worried.

The ENVI proposal, published in Oct, provides for, amid other points, a normal ban on positioning stationary refrigeration methods with F-gases on the current market from 2025 onwards. It also seeks a basic ban on the inserting on the market place of  one break up air conditioners and heat pumps with F-gases from 2026, of split air-conditioners and break up warmth pumps with F-gases with a rated output of up to 12kW from 2027, as nicely as a ban on F-gases with a GWP >150 in these plants with a nominal output over 12kW up to 200kW from 2028.

There are similarly rigid ENVI specifications for maintenance and company. From 2024, a ban on the use of F-gases with a GWP >150 for maintenance and provider on stationary refrigeration methods (with the exception of chillers) is planned in the situation of air conditioning methods, warmth pumps and chillers, this ban applies to F-gases with a GWP >2500. This would also apply to recycled refrigerants.

The organisations have reported that even though they welcome the plans of the F-gasoline regulation and aid the gradual reduction of fluorinated refrigerants and the priority use of pure refrigerants anywhere it is technically achievable and makes sense from an strength point of view.

Nonetheless, they confess to currently being “extremely concerned” about the wording of the ENVI proposals, which, they say, neither the operators of the hundreds of thousands of present refrigeration and air conditioning methods nor the installers can put into action.

Need to the ENVI proposal be implemented as it stands, the teams assert that the operation of numerous refrigeration, air conditioning and warmth pump units in systemically important sectors of the financial system would be at danger and system operators saddled with an unplanned significant expense in complicated financial occasions.

From an environmental standpoint, the teams echo the worries of other European market bodies that the proposals would set local climate plan objectives at risk.

Germany, with its wonderful many refrigeration, air conditioning and heat pump manufacturers, would be disproportionally influenced.

The German organisations are therefore contacting for the rejection of numerous ENVI amendments, especially a additional drastic reduction in quotas and bans on the use of F-gases for services and routine maintenance on refrigeration techniques.
